While we were assembling this Q&A I installed Windows 11 successfully on my own copy of VMWare Fusion for an Intel-based Mac system. After seeing the abysmal I/O performance of Docker up close on macOS I decided to give Vagrant a go. This is still a no but VMware is actively working on a fix/update with no ETA.
